MADERA - Herman Perez, 75, of Madera, California, passed away on November 13, 2025. Born on March 8, 1950, in Hanford, California, Herman lived a life defined by service, leadership, and deep love for his family and community.
After graduating from Hanford High School, Herman continued his education at the College of the Sequoias in Visalia. In 1970, with young men facing the draft lottery, he chose to enlist in the United States Air Force rather than wait to be called. Serving in transportation, one of his key responsibilities was driving VIPs to and around the base, an assignment that brought him into contact with distinguished figures such as actor John Wayne, Miss America contestants, and astronaut Buzz Aldrin. He served honorably until 1974 and remained a proud veteran throughout his life.
Returning to Hanford and civilian life, Herman began developing his profession. He was raised in a farmworker family but chose a path that would allow him to dedicate himself to helping workers gain the skills they needed to advance and improve their lives. This commitment led him to a meaningful career in workforce development. In 1975, he went to work for Proteus of Kings County. In 1982, he accepted a position as the Administrative Director for the Madera County Private Industry Council under the Madera County Office of Education. Over the years, he successfully guided workforce programs that helped countless residents find meaningful opportunities and build stable futures. Herman retired in 2005 from Madera County Workforce Development (formally the Private Industry Council).
His commitment to public service extended far beyond his professional work. Herman served two terms on the Madera City Council, including a term as Mayor in 1995. He dedicated his time and expertise to numerous boards and organizations: Madera Redevelopment Agency, City of Madera Housing Authority, Madera County Local Agency Formation Commission, Madera County Transportation Authority, City of Madera Planning Commission, Housing Authority of the City of Madera, MORES Program, Madera County Community Action Agency, Madera Chamber of Commerce, Madera Hispanic Chamber of Commerce, Madera County Economic Development Commission, Madera County Film Commissioner, Madera Unified School District Linkage Foundation, State Center Community College District - Occupational Training Advisory Board member, Pioneer Technical Center Governance Council, North Fork Rancheria Casino Coalition, I-Lan-Taiwan Sister City Committee, and the Ronald McDonald House Charities of the Central Valley.
He was a member of the Pan Am Club, Elks Lodge #1918, and American Legion Post 1601. Throughout his city, he dedicated himself to public policy, workforce development, public services, cultural enhancements, and planned growth. His efforts helped shape Madera’s growth and improve the quality of life for generations.
A man of strong faith, he was deeply committed to God and always a guiding force throughout his life. He was a devoted member of the Remnant Church in Madera and served on several church missions.
Herman’s contributions were widely recognized throughout his life. Among his many honors, he served as the Grand Marshal of the 2024 Old Timers Day Parade and received the Martin Luther King Humanitarian Award in 2005. He was also presented with an American flag by Congressman George Radanovich that had flown over Washington, D.C. In addition, a room at the Esperanza Village housing project was dedicated in his name, a lasting tribute to his unwavering devotion to Madera.
A man of many interests, Herman enjoyed golf, had a deep appreciation for art, and was an enthusiastic football fan who never missed a chance to cheer for his Raiders. He also enjoyed white water rafting in California and Oregon. Above all, he cherished his family, friends, and community, which remained his greatest priority.
Herman was preceded in death by his parents, Merced and Trinidad Perez, and his brother, Victor Perez. He is survived by his siblings Yolanda Guerrero, Linda Velasquez, and Merced Perez, along with numerous nieces and nephews. His family and countless friends will forever remember him for the generosity he showed in every aspect of his life, the warmth that made everyone feel welcome in his presence, and the fun he brought to every occasion.
Herman Perez leaves behind a legacy of service, leadership, and heart. His presence will be profoundly missed, but his imprint on the Madera community will endure for years to come.
A Memorial Service for Herman will be on Saturday, December 13, 2025, at 11 AM at Remnant Church, 518 Noble Street, Suite 114, Madera. CA 93637.
