Salomon Barragon Velez to Serve 9 Years in State Prison

MADERA - On February 13, 2020, there was a verbal altercation in the Fresno river bed. During the dispute, the defendant, Salomon Barragon Velez, shot two people. The first victim sustained a gunshot wound to the leg, while the second victim sustained a gunshot wound to the foot. Both victims are expected to fully recover.

The defendant was scheduled for a preliminary hearing on Friday, April 3, 2020. Just prior to the hearing, the defendant pled guilty to shooting the two victims. His plea bargain involves him admitting to two “strike” offenses under California’s “Three Strikes” law for a total sentence of 9 years in state prison.

These convictions can be used against him in the future to lengthen future sentences should he commit new offenses. Due to these convictions being for “violent” offenses, the defendant will be required to serve 85% of the 9-year sentence. Sentencing is set for May 11, 2020, at 8:30 a.m. in front of Judge Rigby in Department 29.

The Madera County District Attorney’s Office commends the Madera Police Department Detective Unit, who worked tirelessly to solve this case and apprehend the suspect. As a result of the Police Department’s hard work and preparation, this case was able to be expeditiously prosecuted. We are glad that we are partners with them in the pursuit of justice.

This case also shows that the justice system continues to operate, even during the COVID-19 pandemic. The Madera County Superior Court has limited court appearances to only essential cases where there is no waiver of the defendant’s speedy trial rights. This means that the court remains open to hear certain cases. The District Attorney’s Office continues to seek justice while appearing in court on cases such as this one. We will continue to prosecute cases and appear in court when necessary while at the same time adapting to the ever-changing world during this unprecedented pandemic.
